How to give IP change Privilege only in PC instead of local admin
1. add user to Network_Configuration group in your active directory
2. go to in his PC control panel
3. write in the above search turn windows feature on/off
4. tick starting from TCP/IP to windows gadget
5. restart PC
6. try to change IP when it ask authentication you can use the granted username for this pc.
